小城镇决策与公共参与机制建设

论文简述：摘 要： 小城镇决策实际上乡镇政府的决策，论文在分析其决策特点基础上，分析了面对公众如何决策。小城镇决策必须尊重民众意愿，公共参与是保证决策民主化、科
第三、提高政府依法决策和民主决策的意识。法律创制意义在于能够被毫无保留地贯彻执行。政府也以实现公众的最大利益为诉求，重视公众的意志。政府应以民本思想为指导，依法、积极、主动地就有关问题与民众磋商，听取民众的意见、建议。
五、结论
我国正处于剧烈的社会转型时期，社会问题、社会矛盾的凸现无疑会影响我国的改革开放和现代化建设进程。近年来，由于改革的不断深入，我国 “三农”问题日益突出，政府面临强大的压力，乡镇政府能否解决好，关乎改革成败和我国现代化事业。我国政府正处于一种复杂的改革条件面前，随着小城镇建设和发展的不断推进，新的问题、新的矛盾将暴露，这使得政府决策变的更加复杂和困难，如何在这种复杂的变革和改革的条件下顺利实现政府的职能。处于最基层的乡镇政府作用突现，面对政府管理和决策的理论变革，政府决策无法避免地要面对社会发展和公众的科学化、民主化决策的诉求。决策科学化，要求决策者将现代的科学技术用到决策中，同时，对决策进行经济学分析，要求降低决策成本和风险，提高决策的成本收益。决策的民主化则为实现决策的科学化提供最可靠和最有效的体制保证，使决策的科学化程度达到一个新的、更高的水平。而科学和民主决策，需要公众参与机制的保证，确保政府以更科学、更合理的理念指导决策和管理；同时，公共参与机制为预防和化解农村社会问题，保持农村社会稳定提供保障机制，从而有利于农村社会及至全社会的和谐发展。

Decision-making of the Small Town and Construction of the Mechanism of Public Participation
Abstract：Public Decision-making of the small town is its governmental decision actually, the thesis analyses the characteristics of its decision-making, at the base, it analyses that how to do the decision-making for the small town government. The small town decision-make must respect people’s will, and the public participation is the key to guarantee the democratization and scientific in the course of decision-making, base on these know, the thesis puts forward to establishing the mechanism of public participation in the course of decision-making of the small town and making public participation legalization and systemization, which can promote good governance of the small town government accordingly, and the harmonious development of rural society.
